View-backed annotation clustering

The view-backed point annotation API added to iOS in #1784 and to Android in #3276 should support options for marker clustering. Once #5814 is implemented, the main task will be to add an API for defining rollup views.

The GL JS analogue to this issue is being tracked in mapbox/mapbox-gl-js#4491.

Hey, did some new information about clusters on iOS arrive? I know that on Android there is some plugin to cluster Markers. I read a lot of issues about this topic, but I think this data could be obsolete. Anyway, I hope to find a solution to cluster AnnotationViews.
