Expose DebugOptions

Capturing from https://github.com/mapbox/mapbox-gl-native-android/pull/104#pullrequestreview-333202109, we should expose the debug options customization instead of only toggling the fixed set.

This needs to first happen in mapbox-gl-native and be exposed here.

Moving this to release-unicorn, upstream changes of dropping cycleDebugOptions API was reverted on release-tequila.
