Potosi or München :: search scope depending on language setting

If the language is set to German language : "de-DE", then item Potosí Potosí, Bolivia is no longer offered in the suggestion list. But "München" (for Munich)) is.

If the language is set to default, "München" is not on the short list, but Potosí is.

How can I have both "München" and "Potosí, Bolivia" in the search scope?
