shortcuts: add translation context

Add msgcontext to strings presented in the Keyboard shortcut windows. For GtkShortcutsShortcut items add shortcut window, and for GtkShortcutsGroup items add shortcut window group.

This solves the conflict I mentioned in #44 , i.e. same strings from keyboard shortcut windows and button label that should/could receive different translations depending on the language.

as a translator (of fr.po) can i just opt out this thing for my language? to me, "undo" means the same "undo" in both the button tooltip, the menubar item and the shortcut window, i don't feel like translating everything several times

I don't think that is possible because msgcontexts and comments are per-POT file, not per-language.
