Models with orphaned data packages and empty folders break merge at scan

Describe the bug A model with multiple empty folders will unmerge any time a scan is initiated

To Reproduce Steps to reproduce the behavior: create folder inside model with a datapackage inside that folder

Expected behavior Manyfold deletes the orphan datapackage

solution delete the folder
