If app is first use in Multiuser mode, admin account doesn't get set up properly

In single-user mode, the first-use setup lets the user set username and password for the admin user. If the app is set up from the start with multiuser enabled, this doesn't happen; instead the user is presented with a login screen, which they can't use.
