Adding a second phone. Help needed!

Hello and ty for helping. So i want to add a second phone and i don't know if i have to change every event in the second phone because i have know copy the phone and make 2 items for it 1 is iphone 12 and the other one is samsung20 but when i am using samsung galaxy s20 i don't receive any messages but the iphone receives them does anyone know how to change that or how to make it work with both so if i send message to the police for example if the police officer have samsung or iphone he will receive the message no matter what?
