<bug> WinError 10061 even when browser is closed (Brave, Chrome & Edge)

Describe the bug I cannot start the program, because it gives me a WinError 10061

To Reproduce

• Unzip the package
• Run "Youtube Music Rich Presence.exe" as an administrator

Expected behavior

• Start rich presence

Desktop (please complete the following information):

• OS: Windows 10 Home
• 22H2 (64bit)
