Algorithm required to calculate the position-dependent efficiency on the detector

This is required for the Polarised SANS reduction at ISIS. It is a pixel by pixel correction that needs to be applied as part of calculating the polarised efficiency of the 3He analyser. This will be a separate step that is eventually called from the wrapper workflow algorithm that will be created under #36148.

Requirements still need to be gathered.
