Add concepts documentation for RebinnedOutput workspace type

Describe the outcome that is desired. Describe any solutions you are considering

As discussed in #33408 the RebinnedOutput workspaces have a few subtle details which are scattered around the documentation of various algorithms, including SofQWNormalisedPolygon, Rebin2D and Integration. These should be collected into a single Concepts documentation page and the documentation for the algorithms rewritten to redirect to this concepts page for the mathematical details, and focus on how to run the algorithm instead.
