Add support for complex background regions

ReflectometryBackgroundSubtraction currently allows specification of background regions via a simple grouping pattern of spectrum numbers. As part of #31069 we require support for complex, wavelength-dependent background regions, for example something like the following:

We need to:

  • Decide how to save and pass these regions into ReflectometryBackgroundSubtraction (probably via a file).
  • Add functionality to ReflectometryBackgroundSubtraction to process these:
    • This will be applicable to the PerDetectorAverage method only.
    • To calculate the background we will sort the contributions into lambda bins, resulting in a workspace with a single histogram of counts vs lambda.
    • The background will be subtracted from the input workspace as normal.
