Set Open XR runtime on device connection disconnect

set openxr runtime to steamvr when pimax is plugged in/turned on set back to oculus when unplugged/turned off

I know it would probably be better not to assume that you have an oculus headset , maybe it should be an opt in.

I'm also not sure if WMR needs openxr set differently or if it just uses steamVR
