Add powershellCommand to issue template

Add PowerShell command to issue template similarly as we did with the consoleApp argument https://github.com/mandiant/VM-Packages/issues/415 as it would allow us to create more packages without manual changes.

@nos3curity would you like to work on this? I have noticed you have needed to make this change manually in several automatic PRs. It would be a change we will benefit from for many other packages and it will also speed up adding new packages. 😃
