Yes, I think webmock and time.mock should be in the standard library, because they are coupled with their interface/definition. We'll eventually do it (though it will probably be called HTTP::Client::Mock)

I'm not too happy about maintaining this shard. It's been mostly neglected by the Core Team (maybe the location in manastech org contributes to that). But I don't think this is an essential shard that needs to be maintained by the Core Team. I'd rather much prefer moving it somewhere else under community maintainership.
