We don't maintain this extent of patches to change upstream functionality. Can you file upstream PRs to get those contributed into the project?

+1 - KeyFactor (the maintainers of BouncyCastle), have a FIPS submission for 140-3, which will cover JDK21, but thats still in queue with no ETA at present. Only JDK8, JDK11...
