[WIP] experiment: use cached packages

just some experiments to guide solver to use some already "cached" packages present on the systems. related to https://github.com/prefix-dev/pixi/discussions/1354

Quo vadis? By hypothetically having "boltons_21.0.0" in cache/pkgs, we can guide solver when adding boltons="*" to reuse already cached pkg, thus adding boltons==21.0.0
