Describe your issue

In a CI build using mambaorg/micromamba:latest, with --use-uv and uv listed in the conda packages, the installation of pip packages failed with:

error: No virtual environment found; run `uv venv` to create an environment, or pass `--system` to install into a non-virtual environment
critical libmamba pip failed to install packages
