[WIP] initial add constraints for latest versions

This is a proposal to add additional constraints for an initial solving loop (to see if we can resolve for the latest versions of explicitly asked-for specs).

This would help with cases such as requesting python jupyterlab (https://github.com/mamba-org/mamba/issues/1581)
