Display message when environment contains no packages

Problem

Currently, when an environment with no packages is created, the package list area remains blank which can be confused with an issue loading packages when none are present and that action has finished.

Proposed Solution

Add a placeholder notifying users that no packages were found, if the packages list is empty.
