Update JavaScript tests to use Playwright / Galata

(Parent #224) The Gator testing system has fallen behind the current state of the art in the latest version JupyterLab (which uses Playwright/Galata). We should update and modernize the testing system where possible to ensure that it continues to function well into the future.

This is actively being worked on but we can proceed with a release of 6.1.0 and include these tests in follow-up PRs.
