Switch to an SFSafariViewController where available

The current web view has several glitches, and the SFSafariViewController class is designed to eliminate app designers from the burden of creating an in-app browser:

If your app lets users view websites from anywhere on the Internet, use the SFSafariViewController class. If your app customizes, interacts with, or controls the display of web content, use the WKWebView class.¹

However, it is only available in iOS 9+.
