This PR enables PIE by default to address findings from the fedora-review tool:

openxr-explorer.x86_64: W: position-independent-executable-suggested /usr/bin/openxr-explorer
openxr-explorer.x86_64: W: position-independent-executable-suggested /usr/bin/xrsetruntime
