Issue with transparent Navigation Buttons row

On my device with Android version 9, application contents, like notes and settings list, goes under Navigation Buttons row. I noticed various issues with other apps and Navigation Buttons in other apps too, like in Google Authenticator Navigation Buttons are invisible, so it might be a problem with platform and not with the app.
