Impossible to display none encoding special caracters expect basic ASCII UFT-8

What steps will reproduce the problem?
1.I change the NFO plot of a game XML into my french language description
2. If i put & the contrôle
3. Encoding UTF-8 seems to be only taken charset to display and not none ascii 
HTML foreign (none english language) language

What is the expected output? The result display is & but the rest is ignored : 
the right display should be : "contrôle


What version of the product are you using : 2.0.17 (06/2014)
Operating system : WIN 8.1 / 64 bits
