From what I see, you put the name of the requirements file in the console.

What you should do is install the requirements with:

pip install -r requirements.txt

Then run the script with the -t argument, and put the IP Address:

python ipgeolocation.py -t (The IP Target)

geolocation proper code is installed in the index.xml coded
