SPM update for latest vr 6.3.1

The latest version needs to be configured for Swift Package Manager.

Error when adding with SPM: because SwiftDate >=6.2.0 contains incompatible tools version and root depends on SwiftDate 6.3.1..<7.0.0, version solving failed.

@malcommac but it's not support iOS 12, how can I support iOS 12 in v7?
