Fans not working

Hi,

I'm relatively new to GitHub.

I'm having trouble to make the fans run in marlin 2.1.2. My printer is an Anet A6, with several upgrades already.

When I send M106 S200 the fan starts humming but doesn't move, when I send M106 S255 the humming stops but the fan becomes warm. I've connected them both already to 12V directly and they run then.

I think it has something to do with the duty cycle of the fans but I can't find where to change these parameters.
