[bug]:overall projects view label filters wrong behaviour

Current behavior

i have many projects but the issue can be reproduced with only two projects i Need to add some labels to each of them: dev:feature dev:chore dev:issue

the result Is:

• Myproject1 labels: dev:feature dev:chore dev:issue

• Myproject2 labels: dev:feature dev:chore dev:issue

i then add some work items on each project and assign labels correctly

the problem Is that of i switch on the global project view, of i try to use filters by label, i see each labels (for example dev:feature) twice, One for each project

the filters should show labels grouped by name, and the filters should be applied not by label id, but by label name

please not consider this an enanchement. as you can see It is a standard way of labels usage in project management.

The issue has blocked my proof of concept project and the adoption of Plane, that I personally consider a very innovative app.
