[bug]: work items column header does not stick when horizontally scrolling in table layout

Current behavior

When I horizontally scroll in table layout, the work item column is sticky but the column header is not. This leads to all subsequent column headers moving over and past the work items column. I would expect the column header to stick with the column contents.

Steps to reproduce

1. Go to table layout
2. Reduce window width until horizontal scrollbar appears
3. Scroll right
4. Observe work items header disappearing to the left
