[bug]: Unable to upload an image to a work item comment without accompanying text.

Current behavior

When creating a new comment on a work item, the entire formatting toolbar, including the "Upload Image" icon and other buttons, is disabled or grayed out. It is not possible to click on any of these toolbar buttons. The toolbar and all its buttons only become active and clickable after at least one character of text is typed into the comment input field.

Steps to reproduce

1. Open any existing work item or create a new one.
2. Scroll down to the comment section and click on the "Add a comment..." input field.
3. Attempt to click the Attach file (or Upload Image) icon on the formatting toolbar that appears.
4. Observe that the icon is disabled/grayed out and cannot be clicked.
5. Now, type some text into the comment field (e.g., "test").
6. Observe that the Attach file icon and the entire toolbar become active.
7. Click the Attach file icon again.
8. Observe that you are now able to proceed with uploading an image.
