[feature]: retrieve time tracking using API

Summary

Add access to time entries using API :

• work logs by projects
• work logs by user (with projects IDs)

Nice to have an "activity id" on each logs (eg. backend, frontend, management etc..)

Why should this be worked on?

It is a mandatory feature to be able to integrate Plane with company third parts billing/activities tools.
