[bug]: ENABLE_SIGNUP=0 is not working if enabled 'Let your users log in via the methods below'

Current behavior

Steps to reproduce

I have disabled sign up using ENABLE_SIGNUP="0" In case if in God Mode I do not disable Let your users log in via the methods below I can create a new account using regular email address, see me screenshot below
