[feature]: Internal Comments

Summary
Add a Feature for internal comments. Only "Members" can see the comment. "Viewers" can not see these comments
Why should this be worked on?
This feature would allow users to be subscribed to tickets and not be notified or annoyed by technical discussions from the persons that work on the ticket. Also it would remove clutter for the users so they have a better overview about the questions that were asked in the comments. This is a really usefull feature that exists in Jira.
On Published projects, comments on Issues have the option to make private or public.
I'd like to additionally suggest that the language on comments be changed from public referring to the open web, to publish, whereas public would then just mean publicly within the Workspace as it does today for projects. Currently I think the differentiation is confusing and would be even more so were this feature implemented.
