Is there an existing issue for this?

Summary

Ability to assign a reporter(internal/external) to an issue.

Why should this be worked on?

The person who creates a ticket may not be the reporter of the issue. This would allow a user to better track issue by reporter, and build analytics based of reporter of an issue.
