Proposal: Look for Release of Nvidia's PyOptiX library and deprecate rtxpy

Reason or Problem

Xarray-Spatial currently uses rtxpy to interface with OptiX APIs. Nvidia is going to release PyOptix sometime soon and it would be great to see if we can convert and deprecate rtxpy.
