Add-on installing issue - Not showing up at all.

I followed the step in installing it locally and unzipped. It appeared in the blender/scripts and then for some reason would not show up in the add-on tabs. I tried it for both Blender 4.3 and 4.0 I don't have any other information. A solution would be appreciated.
