Create a new html5/javascript designer control.

The simplest designer is the RdlUserControl. It is not finished but it does work and will give the best overrview of how the current designer works. https://github.com/majorsilence/My-FyiReporting/blob/master/RdlDesign/RdlUserControl.cs.

This should be implemented in javascript.
