Avoid downgrading security on reply, forward

The routines which generate reply- or forward templates should take note of the security properties of the original message, to ensure that replies to (or forwards of) encrypted mail are also encrypted by default.

Relates to #912, #733 and #210.

This works for replies. Still broken for forwarded mail.
