Enable "Relay to" option but disable "Relay" to actual recipient

I was checking de doc about Relay options if theres a way to enable Relay to option but disabling Relay option.

The user case is we sent all emails in testing environment to maildev, and we want some team members to send the test emails to themselves, but we want to prevent any team user to send email to the customers by mistake.
