watchdog: Allow setting THRESHOLD for cert_check in mailcow.conf

Summary

Allow setting the certificate expiry threshold in mailcow.conf file like other watchdog thresholds.

Motivation

In my setup I run a custom acme infrastructure with very short living certificates (two days). Since the check_certs function has a hard coded THRESHOLD variable set to 7, I'm always receiving alerts from the watchdog.

Maybe disabling this check completely would also be a practical solution for my environment.
