Conditional Prefix not working?

If i understand the instructions correctly if i want to search for an item with a mod with a specific value or an open prefix, i should add the mod i want as an explicit mod of the type conditional prefix and with the value i want to have.

For example if i want to find a pair of boots with either an increase movement speed of 30% or the ability to craft movement speed on it i should add "#% increased Movement Speed (pseudo)" with a value of 30 and of the type conditional prefix, but if i do that i still get items returned that have lower movement speed either crafted or natural on them.
