Configuration gets reset on in-place upgrade installs

An upgrade install basically reinstalls windows and moves over files and settings. This is what upgrading from windows 7 to 10 or 10 to 11 or feature updates before 10 1903 did, or if you run the setup from windows itself and select to keep applications and data. (I sometimes have to do one of these if windows update breaks again, like today.) The configuration of winbtrfs such as user/group mappings and options are lost, unlike the configuration of other drivers. I believe third-party software can somehow configure additional things to migrate? But don't ask me how...

I'm not certain this is a bug. If I were reinstalling Windows, I'd expect it to reset all settings.

Well, no. This isn't just a regular reinstall, it migrates everything over, and as far as the user is concerned, nothing should change (and for the feature updates, the user isn't even told it runs the windows setup). If I were to just reinstall windows without telling it to keep anything, you'd be right, though, but that's not what this report is about.
