Add translations for REPLICATE/REVERSE sql functions

There is already `EF.Functions.Reverse` in the `Npgsql` provider: https://github.com/npgsql/efcore.pg/issues/1495 I believe that it would be logical to have it in the `SqlServer` provider as well.
