Problem: Reports get disorganized with volume

Reporting could be improved and be more organized if server rules were be used as reporting categories. It would also make the reporting process clearer for the users.

Proposed solution: A possible solution is to implement the following PR from Mastodon: https://github.com/mastodon/mastodon/pull/17565
