Problem: Docker-compose.yml references the EOL'd postgres 9.6

Postgres 9.6 is used in our docker-compose deployment but it has reached end-of-life.

Proposed solution: Update per https://github.com/mastodon/mastodon/pull/16947 and link that upgrade process to our documentation.
