[bug]: AC-2481::Flyout panels do not trap focus while open

Please let us know what packages this bug is in regards to:

• < > pwa-buildpack
• < > peregrine
• < > pwa-devdocs
• < > upward-js
• < > upward-spec
• < > create-pwa

Test Plan

1. Verify no more console error on watch and stage mode.
2. Access different pages like Home, Category and PDP to make sure error no more displays both in mobile and desktop view
3. Run cypress
4. Verify Tab order on Category page
5. Verify if this also fixes https://jira.corp.adobe.com/browse/PWA-2987. If so, please close PWA-2987
