User access Columns action panels with 2+ level nesting

Story

As a marketer I want to access the action panel of the content types that a nested from the first attempt so that I don't need to play games and spend minutes instead of seconds to access the configuration options of the content

Business value

Addressing the issue of accessing content types configuration with no margins and paddings

Preconditions

• User is logged into Admin Panel
• User is on a page with Page Builder
• There are columns inside the row
• User adds a content type into a column
• Margins and paddings of the content types are set to Default

Acceptance Criteria

• User sees the extra affordance zone that goes outside Columns. This zone is part of the stage experience only
• User access the action panel of Columns from the first attempt as when they hover over the content, the affordance zone allows to target action panel of each content type separately, without interfering with action panels of other content types accidentally
