Investigate the possibility to move CurrencyPrecision to core

CurrencyPrecision module contains logic that might be useful for Magento core. Need to investigate the possibility to move CurrencyPrecision to Magento core. Target version - 2.4.x.

It's great. I've been working with Magento since 0.6, currency precision and rounding are headache topic for JPY, TWD, and other integer currencies. Especially, TWD is danger. NumberFormatter recognizes TWD as non-integer currency, but actually it's one of the integer currency.
