Failed migration 1.7.0.2 to M.2.3.7-p2

I want to migrate from M1.7.0.2 to M2.3.7-p2. M2 is a pure instance, unfortunately there is such an error. Is it because there is no data-tool-migration: 2.3.7 version?

Preconditions

1. Magento 2.3.7-p2
2. Data Tool migration 2.3.5

Steps to reproduce

1. Prepare migration config
2. Run
3. php bin/magento -r -a migrate:settings app/code/Company/Migration/etc/opensource-to-opensource/1.7.0.2/config.xml

Expected result

1. Passed Migration
