AI: Change some incorrect Outcome.Benefit to Outcome.Damage

Blazing Sunsteel - (Gatherer) (Scryfall) (EDHREC)
{1}{R} Artifact — Equipment Equipped creature gets +1/+0 for each opponent you have. Whenever equipped creature is dealt damage, it deals that much damage to any target. Equip {4}
Fiendlash - (Gatherer) (Scryfall) (EDHREC)
{1}{R} Artifact — Equipment Equipped creature gets +2/+0 and has reach. Whenever equipped creature is dealt damage, it deals damage equal to its power to target player or planeswalker. Equip {2}{R}
Is AI activates a second optional ability of Rage Forger (additional damage) with new code?
I suspect the AI will always try to use Rage Forger's 2nd ability but I believe there are many more cases where you want to damage an opponent rather than damaging yourself (previous behavior) or doing nothing.
